In November 1931, Liu Manqing attended the Fourth National Congress of Kuomintang, during which, together with other Tibetan representatives, including Lobsang Gyaltsen, Lobsang Angjia, Konchok Jungne, and Ngawang Gyaltsen, she urged the National Government to mobilize the army to fight the Japanese. She stated that she would join the fight against Japan for the salvation of the country.
