On October 7, 1931, in Nanjing, Liu Manqing and her fellow workers contacted public figures from Xikang and Tibet and founded the “Association of People from Xikang and Tibet in Nanjing for Anti-Japanese and National Salvation.” Konchok Jungne, representative of the 13th Dalai Lama in Nanjing, Lobsang Gyaltsen, Director of the Nanjing Office of the 9th Panchen Lama, the Living Buddha Norlha and the Living Buddha Songpeng, among others, attended the conference, which formed six resolutions on the Anti-Japanese War.
