On June 30, 1938, Liu Manqing, together with Qingrang Hotogtu, Konka Hotogtu, Kalsang Tsering, and other Tibetans, founded the Delegation of Xikang People to Express Solicitude to Frontline Army.She served as the deputy head of the delegation.
