On July 25, 1930, the National Government issued a certificate of merit to Liu Manqing, bearing the seal of Chiang Kai-shek. Liu Manqing, by order of the Civil Service of the National Government, traveled thousands of miles to investigate the situation in Tibet, where she expressly stated the position of Kuomintang and the state and properly fulfilled this mission, and is therefore worthy of her post.
