After a few days, Liu Manqing called on Liu Wenhui, Chairman of Sichuan Province, in a building that had been the government offices of a general in feudal China. At first, Liu Wenhui praised Liu Manqing out of courtesy; however, he soon blamed her for acting rashly and impulsively, and for lacking sophistication. He tried to persuade her not to go to Tibet, but she replied, saying that,“The accomplishment of one great thing must cost the sacrifice of so many people, and I am willing to be one of them.” Liu Wenhui nodded slightly after listening to her and then issued a traffic permit for her.
