Note written by Gu Yingfen, Head of the Civil Service
On June 28, 1929, Gu Yingfen, Head of the Civil Service, wrote a note that read: “in accordance with the order of the Chairman, clerk Liu Manqing will be granted 5,000 yuan to support her journey to Tibet. The money will be sent by the Ministry of Finance on June 28.”
