Liu Manqing was waiting in Jiangka for six days but received no message from Qamdo. When she negotiated with the local officers, they could only pass the buck. On December 3, the local chief officer informed her that the reply and entry permit for Qamdo had been received. However, she found that the reply only mentioned that she would be escorted to Qamdo, not Lhasa.
